The most obvious place to hide was in plain sight. It's also the place where people are, from experience, the least likely to find you. However, after hiding at this place so many times, and with the commotion it caused each time (oh, a Kage at the Ramen stand! Like he didn't know already?), Hirosho had little hope that such a hiding place would work.
On the other hand, the Tsuchikage was hungry and needed his Ramen fix. He'd gone into Konohagakure on some official business or other; but Ramen came before Kagework. The tea at this place was awful, though, something he'd have to talk to dear Tsutsu-chan about.
But sitting there, slurping pork ramen and flipping through a newspaper, he was vaguely unsure of what he'd actually come here for. He knew that the people he'd travelled with (though come to think of it - who were they? They were with him a lot, but he'd never actually asked what their jobs were... Huh) knew what he was here for, and it probably had something to do with talking to the Hokage (or, as he prefered to call her, Tsutsu-chan) about something or other... But for the life of him he couldn't remember. When was he supposed to meet her? And where?
"Hmm, I probably shouldn't have ditched those guys, should I?" His low, quiet tone was contemplative, but didn't actually seem all that bothered. He sounded quite amused, actually. He was sure that the blonde wouldn't mind all that much. But he hoped she wouldn't slap him or anything if he was late. "Still, might as well stay here, hmm?" he commented to the nice girl (whatever her name was - he never cared enough to find out) serving the ramen. He was quite aware that she didn't have a clue what he was talking about, and she probably didn't give a damn. But it was a hell of a lot better than talking to himself - and he was a Kage, so she pretty much had to fall over herself in attempt to be welcoming. It was like, the rules or something. Whatever. If it wasn't the law already in his home town, he'd have to change that. Ask Tsunade to change it in her village too. That must have been why he was here - to tell her to add to the law that everyone must fall in love at first sight with him; and also that everyone should make better tea than the crap he'd had last time he came here. "More ramen, please!"
